• These activities allowed to bring operations of the Chamber to a new level: the head and the experts of the Center held a training course for students wishing to join the Chamber. The lectures dedicated to the bases of lawmaking and law enforcement monitoring helped the students to master the fundamentals of working with regulatory legal acts and acquired the necessary knowledge and skills for independent preparation of legislative initiatives.

• The course was followed by testing of prospective members of the Youth Legislative Chamber: the tasks have been successfully performed by over 30 students from the first batch. During the year, other students also joined the Chamber actively and by end of the year there were 60 student members in total.

• more than 30 students enrolled during the second fall intake in 2017, and at the moment there are 73 student members

• Currently, members of the Youth Legislative Chamber include 1-4 year undergraduate students as well as 1-2 year graduate students of the University.

• The Youth Legislative Chamber of the Center for Legal Monitoring Center now includes 4 specialized committees:

• - state-legal committee;

• - civil law committee;

• - criminal law committee;

• - committee on education and research legislation;

• Each committee is headed by a student of the University, and general management of the Chamber’s activities is carried out by its Chair.

ABOUT THE CENTER FOR LEGAL MONITORING

The Center for Monitoring of Legislation and Law-Enforcement (Center for Legal Monitoring) was established in 2012 by the Order of the Rector of Kutafin Moscow State Law University V.V. Blazheev as a structural subdivision of the University. The main aims are selection and consolidation of proposals on enhancements of legislation submitted by citizens and organizations, conducting systemic analysis of the legislation, law enforcement practice and key draft laws, as well as expert support of legislative and law-enforcement activity.

The idea of more active involvement of civil society institutes in state administration found it legislative manifestation in one of the “May Oders” of the President of Russia V.V. Putin (Order of the President of the Russian Federation of 7 May 2012 № 601 «On main directions of enhancing the state administration system”). The Kutafin University (MSAL) has been selected as one of the leading legal research and educational centers of Russia which would conduct regular activities for expert support of state institutions’ enhancement process, and assist citizens in submitting legislative initiatives for consideration. The Center for Legal Monitoring unites experts in various fields of law and faculty members of the Kutafin University and is headed by O.S. Grinj, PhD in Law, Associate Professor of the Civil Law Department.

As the University is an educational institution, the students are also involved in the activities of the Center. Center has the Youth Legislative Chamber with student members who have completed a special training course on legislative work and law enforcement monitoring.

The Youth Legislative Chamber at the Center for Legal Monitoring include a number of specialized committees in various fields of law: constitutional legislation; administrative law; civil and housing legislation; labor and social legislation; criminal law; legislation on education, science and culture; intellectual property rights. Each committee is headed by a University student, with overall management of the Chamber’s activities performed by its Chair. Experts of the Center for Legal Monitoring supervise the work of the committees.

The legislative initiatives submitted to the Legal Monitoring Center, the most important draft laws, legislative acts and law enforcement materials are analyzed by the experts of the Center, involving the students. These activities result in proposals for improvements of the Russian legislation and law enforcement practice and expert opinions forwarded to the competent state bodies.

The Center is in constant contact with the State Duma of the Federal Assembly of the Russian Federation. Pursuant to the Order of the President of the Russian Federation No. Pr-1796 of July 17, 2012 the Center for Legal Monitoring at Kutafin University (MSAL) in collaboration with other law universities and faculties has selected and summarized proposals for improving the draft law on amending the Civil Code of the Russian Federation. The President received the monthly report on the possibility of implementing the received legislative proposals, and many of them were considered during the finalization of the draft law by the State Duma.

The expert and analytical materials developed by the Center have been forwarded to the State Duma and taken in account during consideration of draft laws. The Center also co-organizes events with the participation of the State Duma deputies.

Among the Center’s key activities is public control over the key state and national events. The University collaborates with the Federal Service for Supervision in Education and Science (Rosobrnadzor): starting from 2014, the Center for Legal Monitoring has held the online supervision of the Unified State Examination procedure (USE online monitoring). Each year, it involves specially trained MSAL students who are awarded certificates of public USE observers. The results of the Unified State Exam online monitoring conducted by the Legal Monitoring Center of the Moscow State Law Academy have always been highly evaluated by the Rosobrnadzor management.

The Center for Legal Monitoring actively cooperates with the Center for Legal Support of Journalists and All-Russia Public Movement “ALL-RUSSIA’S PEOPLES’ FRONT” (ONF) on expert legal support of legislation, law-enforcement and participation in ONF events. The Center’s representatives have traditionally participated in round tables, seminars, webinars, All-Russia and regional forums of the All-Russia’s Peoples Front, and the Head the Legal Monitoring Center O.S. Grin is involved as an expert of the working group at the ONF Central Headquarters "Society and Power: Direct Dialogue".

At the annual International Legal IP Forum hosted by the Kutafin University (MSAL) the Center for Legal Monitoring arranges and holds the Competition for the best legislative initiative for intellectual property rights.
