The Research and Training Center for Human Rights (TRC for Human Rights) associated with the federal state-funded institution of higher education “Kutafin Moscow State Law University” (MSAL) was established on February 1, 2019 with the aim to carry out research, methodological, expert, educational activities dedicated to urgent aspects of human rights and liberties.

Main aims of the Research and Educational Center for Human Rights:
1. Supplementary vocational training programs for specialists, including professional development of human rights ombudsmen in the constituent entities of the Russian Federation, their staff, members of public monitoring commissions, civil society institutions and public control institutions.
2. Research and further integration of advanced research areas and higher education, resolution of urgent problems of legal practice related to human and civil rights and freedoms.
3. Increasing legal awareness, informing the citizens about human rights and technologies of their constitutional and international protection.

Main Functions of Research and Education Center for Human Rights:
1. Implementation of vocational training programs in human and civil rights and freedoms protection for ombudsmen in the constituent entities of the Russian Federation, their staff, members of public monitoring commissions, representatives of civil society institutions, teachers at school and intermediate vocational institutions, higher educational institutions, policemen, law enforcement officers and specialists of intelligence agencies, as well as any persons interested in training in protection of person and citizen’s rights and liberties.
2. Research in the aspects of human and civil rights, joint projects leading Russian and foreign research centers.
3. Expertise of federal laws and laws of the constituent entities of the Russian Federation and other regulatory legal acts adopted by state authorities for compliance with the international obligations of the Russian Federation and national standards of human and civil rights and freedoms.
4. Consulting of individuals according to the requirements of the Federal Law on free legal aid in the Russian Federation.
5. Monitoring of legislation in the field of human and civil rights and freedoms.
6. Grant-financed research projects of grant research projects dedicated to human and civil rights and freedoms.
7. Establishing of resource center for Master’s programs in Law and State and Municipal Administration", implemented within the consortium of Russian universities, aimed at training specialists in the field of human and civil rights and freedoms.
The continued training programs developed, reviewed publicly and approved:
• “Modern problems of the activities of ombudsmen in the constituent entities of the Russian Federation” (72 hours);
• “Establishing and operation of the ombudsmen’s offices in the constituent entities of the Russian Federation and ombudspersons for children’s rights in the constituent entities of the Russian Federation” (120 hours);
• “Modern problems of the activities of the Commissioners for Children's Rights in ensuring implementation and observance of the rights and legitimate interests of children by state bodies” (72 hours);
• “Modern issues of human rights’ protection by law enforcement officers” (72 hours);
• “Modern issues of activities of the civil society institutions in human rights’ protection” (72 hours);
• “Actual issues protection of the rights of persons in places of detention by the public monitoring commissions” (72 hours).
