Goals of the Division:

Development of international cooperation between the Moscow State Law University to increase its competitiveness on the market of educational services; enhancement of the international prestige of the University as a highly professional educational and research center; bringing the quality of educational and research activities to the modern world level.

− methodological support of the Institutes, departments and other subdivisions of the University with regards to international cooperation;

Objectives of the Management:

- arrange faculty exchanges with foreign universities as part of joint educational programs (lectures; master classes; face-to-face and web seminars; interactive classes and cases)

- summer and winter schools arranged together with foreign partner universities for undergraduates, graduates, postgraduate and doctoral students, and the University’s teaching staff;

- information-analytical and organizational support of international inter-university cooperation:

- academic mobility programs for students, graduate, postgraduate and doctoral students, and internships for the teaching staff;

- international accreditation of educational programs jointly with the Training and Methodology Department of the University;

- support of educational process involving foreign students according to the bachelor programs curriculum (specialization 40.03.01 in Law) – implementation of the “Adaptive training plan for foreign citizens” and foreign interns (trainees) participating in exchange programs with foreign organizations and individual training programs;

- work with foreign citizens studying at the University for compliance with the rules of staying in the Russian Federation, assistance with enrollment documents, control over implementation of individual curricula and issuance of graduation documents;

- regular analytical activities to choose grants and individual scholarships for training and research abroad and informing target student groups by posting information on the boards, on the website, in MSAL journals, on the website of the international partner of MSAL – the International Alliance of Lawyers and Economists (France), and in the media;

- involve MSAL students in annual summer economic, legal and language schools at foreign universities;

- support MSAL students in participation in youth cultural exchange programs;

- introduce distance modular learning courses for all categories of students;

- review foreign experience at the world’s leading research and educational centers to enforce the competitive positions of MSAL in the global market of educational services and research programs.

- increase the share of foreign professors, teachers and researchers among the MSAL faculty and Russian citizens – holders of PhDs from foreign universities;

- increase the share of Russian professors, teachers and researchers – MSAL graduates among the faculty members of foreign universities;

- achieve the international level of competitiveness of education and research results;

- introduce a quality system in the educational process comparable with the systems used in international organizations (Recommendations for ensuring the quality cross-border education, OECD and UNESCO);

- actively develop information support of educational process, supply students with modern educational and research literature and MSAL e-resources;

- attract foreign teachers as research supervisors for bachelors and master students’ dissertations;

- create joint postgraduate programs together with the leading foreign universities - MSAL partners.

- joint research and development projects and grants with the participation of staff of foreign universities;

- create internationally acclaimed environment for research and expert publications in foreign languages;

- active participation in international and Russian rankings;

- arrange participation of the University in the institutional projects of the international EU programs and other integrated mobility and cooperation programs of higher education;

- ensure participation of faculty members, undergraduate, postgraduate and doctoral students in international conferences in Russia and other countries.

- plan and organize activities to develop the University’s international relations and ensure its performance as a recognized Russia-based international center for education and research providing training of highly qualified staff for the Russian Federation and other countries; plan and host foreign delegations to the University, arrange the staff’s business trips to other countries ;

- invite leading foreign teachers, researchers, specialists and practitioners to participate in research and training activities at the University (lectures, practical classes, round tables, research projects, etc.);

- identify top-priority cooperation areas, perform long-term planning of international university relations, perform search and select partners for contacts at the university level; participate in planning and developing joint programs, inter-university exchanges and contacts;

- raise awareness about the University and attract foreign citizens to study, increase interest of foreign citizens in Russian education;

- Invite foreign partners and representatives of interested organizations to the University; visa support;

- support primary migration registration;

- participate in arranging and conducting negotiations and meetings, approvals and signing of required documents;

- represent the University and the Division in communications with the state and public administration authorities, external institutions and organizations, educational organizations, legal entities and individuals (including foreign) within the activities of the Division’s competence that do not require additional powers;

- work with state bodies controlling the stay of foreign citizens in the Russian Federation;

- participate in events of the Ministry of Education and Research of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation, Rossotrudnichestvo, the Federal Migration Service and other state bodies and organizations;

- implement protocol events and reception of foreign delegations to the University;

- prepare draft orders and acts of the University related to the invitation of foreign citizens and organizations to international inter-university programs within the competence of the Division;

- consider incoming foreign correspondence (including correspondence from diplomatic missions and consulates of the Russian Federation) on international cooperation within the competence of the Division and provide answers on the merits of appeals;

- together with the concerned structural subdivisions, approve assignments for secondment of undergraduate and graduate students, doctoral students and teachers of the University abroad as part of the Division’s activities;

- review reports on foreign business trips of the University’s employees and assess the achieved results, prepare analytics on results and submit proposals to the University management on their further application;

- day-to-day coverage of partner cooperation activities on the website, in the journals published by the Moscow State Law Academy, the website of the international partner of the Moscow State Law Academy - International Alliance of Lawyers and Economists (France), and in media;

- create and maintain information database on international cooperation of the University, prepare reporting documents and organize the Division’s working activities;

- assist the host structural subdivisions in accommodating foreign guests and arranging cultural programs;

- assist in translation into Russian of correspondence received by the University in foreign languages;

- collaborate with the international partner of the Moscow State Law Academy - the International Alliance of Lawyers and Economists (France).

INFORMATION

FOR FOREIGN CITIZENS, STATELESS PERSONS AND RUSSIAN CITIZENS BASED ABROAD

In 2019, the Kutafin University (MSAL) enrolls foreign citizens:

• To undergraduate and graduate programs, training programs for research and teaching staff at postgraduate school under the quota approved by the Government of the Russian Federation for the training of foreign citizens, stateless persons and Russian citizens based abroad, with the federal budget appropriations. To be included in the quota, the applicant is to contact the Rossotrudnichestvo office in the country of their residence.

· to undergraduate and specialist programs, graduate programs and training programs for research and teaching staff at postgraduate school funded by the federal budget allocations in accordance with international treaties, article 17 of the Federal Law of May 24, 1999 No. 99-ФЗ “On state policy of the Russian Federation with regards to compatriots based abroad”.

· to undergraduate and specialist programs, graduate programs and training programs for research and teaching staff at postgraduate school with tuition covered by physical or legal bodies.

Documents required for application:

1. National (travel) passport and its translation into Russian certified by a notary in Russia or at the Consulate of the Russian Embassy in the applicant’s country. The passport to be valid until 2021).

2. Certificate of degree awarded earlier (with grades) and its translation into Russian certified by a notary in Russia or the Consular Section of the Russian Embassy in the applicant’s country.

3. 8 photographs 3х4 cm (without corner), matte (colour or black and white)

4. Medical certificates - applies for applicants to full-time and part-time training programs:

• 086 certificate (for applicants to higher educational institutions);

• certificate of vaccination against measles, diphtheria, tuberculosis;

• HIV blood test results.

5. The document of equivalence of the awarded degree in foreign countries, the Baltic countries, Georgia and Uzbekistan (issued in Moscow at Leninsky Prospekt 6, Building 3 of the Glavexpertsentr Federal State Funded Research Institution - fees apply).

6. Medical insurance certificate (issued in Moscow) required for full-time and part-time students. If the insurance certificate has been purchased in the native country of the applicant (for at least 1 year), it must include a list of medical institutions in Moscow, which will provide medical services if required.

7. For applicants from the countries with entry visa requirements the University shall issue official invitations for a study visa application at the Consular Section of the Russian Embassy in the applicant’s country of residence.

State Migration Registration

Within 24 hours from the time of arrival (except holidays and weekends), the students must submit the following documents to the International Programs Division (Room 757) at Sadovaya-Kudrinskaya st., 9:

• passport and its full photocopy

• migration card

The Territorial Department of the Ministry of Internal Affairs for migration must be notified in no later than seven working days from the date of arrival of a foreign citizen to the Russian Federation (items 1, 2, Part 3, Article 20 of the Federal Law of 18.07.2006 N 109-ФЗ “On migration registration of foreign citizens and stateless persons in the Russian Federation” paragraph 2, 3 of item 20 of the Rules). In case of violation of the passport and visa regime of the Russian Federation, all deportation expenses shall be covered by the student.

Responsibility of foreign citizens

Foreign citizens who have committed crimes, administrative or other offenses in the Russian Federation are subject to liability on an equal basis with the citizens of the Russian Federation.

Violation of the procedure for the stay of foreign citizens in the Russian Federation may entail the following measures: fine, administrative expulsion, administrative arrest in accordance with the effective legislation of the Russian Federation.

Disciplinary measures provided for by local normative acts of the university may be applicable to foreign citizens.

July 5, 2019 Orchlon Narantsetsag, lawyer defending the victims of crimes at the International Criminal Court delivered the lecture “Introduction to the International Criminal Court” in the Dissertation Council Hall of the Kutafin University (MSAL)

The event was organized by the International Law Institute and the International Law Department with the support of the International Programs Department.

The Opening remarks were made by Head of International Law Department Natalia Sokolova, Head of International Programs Division Maria Egorova, and Elvin Teymurov, Director of International Law Institute.

O. Naranatsetseg spoke on the history of international criminal justice evolution, described the working principles and structure of the International Criminal Court. The lecturer further dwelled on the problems related to participation of states in the judicial activities. The permanent members of the UN Security Council - Russia and the United States – were given special focus, as well as Asian countries with the highest percentage of population with almost zero opportunity to apply to any human rights international protection authority.

The participants of the lecture were provided with information on cases in ICC proceedings and statistical data on the considered cases.

O. Naranatsetseg shared his experience of representing the victims of international crimes in the ICC, specifics of working with the court apparatus and principals, described the problems they face and provided examples where the positions of the ICC prosecutor and victims of crimes diverged.

Vladislav Tubdenov, instructor at Energy Law Department and students of the International Law Institute and the Institute of Private Law of the University were actively involved in the discussion.

In the closing part of the event, O. Naranatsetseg thanked all the participants and expressed readiness for further cooperation.

On June 28, 2019, St. Petersburg State University hosted a working meeting with the participation of MSAL Head of International Programs Division, Doctor of Law Maria Egorova, and the Deputy Rector of St. Petersburg State University for International Affairs Sergey Andryushin.

During the meeting, the parties discussed forms of cooperation between the Kutafin University (MSAL) and St. Petersburg State University as part of international programs, in particular - arranging an interdisciplinary international round table to discuss joint research with the leading European universities, urgent items of educational process for exchange students and joint participation of the Universities in international educational fairs.

Representatives of Administrative Law and Process Department, Kutafin University (MSAL) took part in the international round table "Principles of administrative activity in the European Union and Russia: comparative legal analysis (Italy, Russia, Spain)", which took place on June 26, 2019 at the University of Campaignia Luigi Vanvitelli (Caserta , Naples, Italy). From the side of Russia, presentations were made by Head of the Department, Doctor of Law, Professor Sergey Zubarev “The administrative process doctrine in Russian law”, Deputy Head of the Department, PhD in Law Anastasia Sladkova "On the essence of administrative and procedural activities of the executive authorities in the Russian Federation", Associate Professor, Candidate of Laws, Associate Professor Natalia Bakurova "On the essence of the administrative and jurisdictional process in the Russian Federation", postgraduate student Mirkamil Alizade "On administrative procedures for state services delivery in the Russian Federation and the Republic of Azerbaijan”. Following the event, the reports of the participants will be included in foreign publications.

During the working visit Russian researchers also learnt about the educational and research process at the Faculty of Law, departments of administrative law and comparative public law of the Luigi Vanvitelli University, discussed topical issues related to administrative law and process with Italian researchers, postgraduate and graduate students, and planned joint research publications and research and educational events.

On June 18, 2019 a working meeting was held at the Kutafin University (MSLA) with the participation of the Head International Programs Division Maria Egorova, heads of departments and directors of Institutes for strategic development and enforcing international relations of the University.

The agenda of the meeting included prospects of academic mobility for faculty members, creation of a work program in English for exchange students and possible ways to increase the number of invited foreign speakers at the University’s events.

On 17 June 2019, Head of International Programs Division Maria Egorova held a working meeting with Chair of Association of Russian Diplomats Igor Khalevinsky.

The event was held at O.E. Kutafin University (MSAL).

The meeting was dedicated to aspects of small and medium business in Russia and China, and resulted in the agreement on arranging an international round table at the University dedicated to this issue. Also, Maria Alexandrovna and Igor Vasilyevich outlined the vectors of further collaboration.

In February 2018, the O.E. KUTAFIN University (MSLA) and the Association of Russian Diplomats signed a cooperation agreement. During 2 years, the University and the Association have jointly held four round tables and two research conferences. In particular, two events were included in the Moscow Legal Week in November and December 2018, and one - in the annual legal forum at the Kutafin University in April 2019. The experts of the Association were invited to deliver public lectures at O.E. Kutafin University for the students to pass on their experience. In 2018, the O.E. Kutafin University, the Association of Russian Diplomats and the Association of Lawyers of Russia together prepared a collective monograph “Actual problems of modern law and economy in Europe and Asia” (Volumes I and II / Chief Editor – M.A. Egorova and I.V. Khalevinsky. M.: Yustitsinform, 2018) published in Russian and English languages ​​and forwarded to the leading European universities.

The monograph features articles by leading lawyers and economists of Russia, Germany, Switzerland, France and China. It considers current aspects of development of modern civil, corporate, competitive and banking law, urgent problems of development of economic relations and the prospects for their further improvement. The authors of the monograph included representatives of Kutafin University faculty and lecturers from the leading Russian universities and research institutions (Lomonosov Moscow State University, St. Petersburg State University, Institute of State and Law of Russian Academy of Sciences, Institute of Legislation and Comparative Law, etc.).

June 5, 2019 the Kutafin University hosted the Round table "The incident in the Kerch Strait on November 25, 2018: international legal analysis of the order of the United Nations International Tribunal for the Law of the Sea (ITMP) of May 25, 2019"

June 5, 2019 the O.E. Kutafin University (MSAL) hosted a round table "The incident in the Kerch Strait on November 25, 2018: international legal analysis of the order of the United Nations International Tribunal on the Law of the Sea (ITLS) of May 25, 2019".

The event was organized by the Department of International Law.


The presentation by senior lecturer of International Law the Department at O.E. Kutafin University Artur Gulasaryan on the prerequisites of the Kerch Strait incident and analysis of the provisions of the ITLS Order of May 25, 2019 on the immediate release of 3 Ukrainian warships and 24 Ukrainian soldiers by Russia evoked a lively discussion of the ITLS Order.

The participants of the round table paid special attention to the analysis of the memorandum developed by the Russian Federation, discussion of jurisdiction with regards to the dispute submitted to arbitration in accordance with Annex VII to the 1982 UN Convention on the Law of the Sea, the distinction between military and law enforcement actions, and prospects for the development of the situation, including within ITLS.

The Round table involved active participation of instructors of O.E. Kutafin University (MSAL) International Law Department and representatives of the International Law Department, Faculty of Law, Moscow State University Lomonosov. The event was also attended by undergraduate and graduate students of the University.

Chief Editor of the Journal of Law and Digital Economy meets Ganado Advocates

On 20 May 2019, Moscow State Law University hosted a meeting of Maria Egorova, Chief Editor of the Journal of Law and Digital Economy with representatives of Ganado Advocates, an international law firm, Malta - a leading commercial law firm with a special focus on corporate, financial, maritime and aviation sectors, and legal regulation of the digital economy.

The company was established in the early 1900s, and today is one of the leading legal practices in Malta, with the leading positions across all major sectors.

In the course of the meeting with Jotham Scerri-Diacono, the firm’s managing partner, Doctor of Law and lawyer Jan Rossi the parties discussed prospects for the possible cooperation between the journal’s editorial office and the international firm, in particular, publications of research and practical articles dedicated to legal aspects of the digital economy, and the possibility of organizing lectures by lawyers of the firm for students of the University.

The meeting was organized with the support of the International Alliance of Lawyers and Economists, the strategic partner of Moscow State Law University.

Université Jean Moulin Lyon-3 (France)


Jean Moulin Lyon 3 is located in Lyon, France.

The widely-known graduates of the University are Frantz Fanon, Dominique Perben, Anna Idalgo and other recognized politicians, journalists, lawyers and translators.

Université Jean Moulin is known for its focus on humanities and its most well-known departments are the departments of law, foreign languages, philosophy, philology and civilization studies. The University also has the associated School of Management.

Lyon - 3 offers a wide range of courses in foreign languages which you can master in parallel with your main qualification.

If you are interested in learning Greek, Italian, Hebrew, German, Japanese, English, Arabic or Mandarin Chinese, you should definitely consider internship programs at Jean Moulin University.

1 or 2-semester programs for exchange students are taught in French and English.

To enroll in the university courses, TOEFL certificate or a documented proof of B1 level in French is required.

Friedrich Wilhelms University of Bonn

Friedrich Wilhelm University of Bonn (Germany) was founded in 1777, however 1818 is usually considered the official year when it was established. Earlier the land fell under the ownership of France, and the new local authorities decided to close the Academy. Its activities were resumed only in 1818, largely thanks to Karl Altenstein, the Minister of Education.

Currently, the University of Bonn has 7 faculties where 35,000 students study, 5,000 are foreign citizens. The university cares about the arriving students: before their arrival, places in the dormitory are allocated and visa assistance is offered. To facilitate adaptation, a variety of trainings are constantly held and cultural leisure activities are organized.

The university is ranked 255 according to QS Global World Ranking, with its Faculty of Law being among the top 250 world law schools. One of the University’s fundamental principles is academic freedom which implies personal responsibility for deadlines and high quality of performed assignments, and studying materials according to the curriculum.

A number of world famous personalities graduated from the University of Bonn such as Heine, Konrad Adenauer, Karl Marx, Friedrich Nietzsche and many representatives of noble European dynasties. Pope Benedict XVI was a graduate of the University and also worked as a teacher at the Department of Theology for seven years. The University also boasts seven Nobel Prize winners among its graduates.

East China University of Political Science and Law (ECUPL)


East China University of Political Science and Law (ECUPL) is located in the city of Shanghai, is the most densely populated city in the world. The university is highly ranked in China being in the TOP-200 list of the best educational institutions of the PRC (in China there are over 1000 educational institutions overall), and also has a high industry rating.

The University has 12 Institutes and trains specialists in 41 specialties; the University’s research centers are known for fundamental research activities. Many teachers also hold management positions in national administrative authorities, and former chairman of the Standing Committee of the All-China Assembly of People’s Representatives is also the honorary rector of the University.

East China University is referred to as a "university-garden" because of its green campus of 42 hectares. Due to its campus, not only it is one of the most beautiful universities in China - it also makes it comfortable for the students.
